Macon County Emergency Communications District

In the early part of 1990, North Central Telephone “911” Coordinator, Herbert Cutrell, along with the support of the Rural Area Development Committee and Ambulance Service Director, Steve Jones, began a campaign to get an Enhanced 911 System (“E-911”) in Macon County. On June 23, 1990, at the annual Hillbilly Day celebration, Mr. Cutrell arranged for I-Tech from Huntsville, Alabama, to provide a demonstration to simulate “E-911” service.

Macon County placed a referendum on the ballot of the Macon County General Election on August 2,1990, to create an Emergency Communications District for Macon County. There were 2322 yes votes and 125 no votes to establish an Emergency Communications District for Macon County.

The Emergency Communications District Board would have the responsibility of developing and maintaining the enhanced “E-911” system in Macon County. Macon County established the Macon County Emergency Communications District and had their first “E-911” Board meeting on October 15,1990.

 

Emergency Communications District Board

Under Tennessee State Law each Emergency Communications District is mandated to have a nine-member Emergency Communications District Board to establish, maintain and provide general guidance for the development and maintenance of the “E-911” System for the individual District. Macon County chose to establish its board with the department heads of the following agencies. Whenever a department head changes, the new department head becomes the Emergency Communications District Board member. The board then chooses its Chairman, Vice Chairman, Secretary and Treasurer.

Director of Operations

Macon County Emergency Communications District employs Steve Jones as Director of Operations. The Director works with each of the dispatching agencies to provide and maintain equipment and training. The 911 Director is responsible for the daily office operations as well as mapping, addressing database and public relations activities for the Emergency Communications District.

Office Assistance

Macon County Emergency Communications District employees Pam Patterson as the office assistant to assist the Director in daily office operations. Office hours are 8:00 a.m. until 4:00 p.m. Monday thru Friday.

Board Attorney

Local attorney Jon Wells was chosen to be the “E-911” District's attorney. Macon County Emergency Communications District meetings are attended by attorney, Jon Wells.

 

Board Meetings

Macon County Emergency Communications District Board meets quarterly. The regularly-scheduled meetings are held at 1:30 p.m. on the second Wednesday of January, April, July and October. Special-called meetings are called as needed. An annual public hearing is scheduled for the budget presentation.

 

Dispatching Agencies

Macon County Emergency Communications District has mutual agreements of understanding with Macon County Government and the City of Lafayette to provide the Dispatchers responsible for call-taking and handling of “E-911” calls. Macon County Emergency Communications District provides the equipment necessary for receiving the 911 call, recording the call and dispatching equipment to dispatch the call.

Mapping and Addressing Services

Macon County Emergency Communications District develops and maintains an addressmap for Macon County including the City of Lafayette and City of Red Boiling Springs. Macon County Emergency Communications is responsible for maintaining all addressing for Macon County including the City of Lafayette and City of Red Boiling Springs. The 911 Director has the responsibility of maintaining the mapping addressing system for Macon County 911.

 

Obtaining an Address

An address in Macon County (including the City of Lafayette and City of Red Boiling Springs) can be obtained by contacting the “E-911” Director’s Office at 30 Weldon Dr. There is no charge currently for establishing or verifying an address in Macon County.

 

Operational Funding

Funding for the operations of the Macon County Emergency Communications District is provided by two primary sources: residential and business telephone service and cellular telephone service. Current 911 service charges in Macon County are $ .65 for residential and $ 2.00 for business. A $1.00 a month service charge is on each cellular telephone. Each district is then reimbursed from the Tennessee Emergency Communications District ( ECD) on a specific formula per district and population. The ECD also provides various reimbursements and grants on a regular basis for operational funding.

Employment

Macon County Emergency Communications District only employs the Director of Operations and the Office Assistant. Emergency Dispatchers are employed by each dispatching agency. “E- 911” Dispatchers hiring criteria is handled by each of the three Dispatching agencies. Each of the agencies is an equal opportunity employment agency and is available for contact Monday through Friday.
